It is a well known fact throughout law enforcement, that one of the biggest and most effective tools in solving crimes, is the help of the general public. Through witnesses or anonymous tips, from what people heard or saw, even the smallest bit of information, combined with all the other information gathered, could be what helps solve a crime.
However, there are some honest citizens out there that may be hesitant, for whatever reason, to contact the police with their information. Maybe they think the police already know, maybe they think what they have isn't important, or maybe they are just afraid of getting involved.
